the full bill making process

A. legislation introduced

1. house- handed to clerk of house or putin hopper
2. senate- members announce bill early in the day. postponed if a senator objects

B. committee action

1. bill is given to appropriate committee
1a. bill might be split and given to two comtees.
1b. bills in the house cant be released with a proper committee vote. If they don't get a proper com. vote, they need to use a discharge position which is signed by a majority of the house.

2. steps taken by comtee:
a. govmt agencies request comments about bill's merit
b. chairman might assign bill to subcomittee
c. if the bill gets voted to "be reported on", the committee holds a mark up session to revise it.
d. it is the chamber's job to approve, change, or reject all the amendments before taking the final passage vote.
e.when the bill is reported, the committee staff writes a report about why they favor the bill, and why they want to see their amendments put in. if a comm member oposes the bill they can write a dissenting opinion in the report. then this whole report is sent back to the whole chamber and is placed on the calendar.
2-house. if its in the house, most bills will go to the rules comm before it reaches the floor. they adopt rules that the house has to consider the bill under.

3. floor action
a. first, legislation is placed on the calendar
1. house- they place a bill on one of four calendars. they get placed on the calendars in the order that they're reported, but don't come to the floor in this order (or at all). the speaker of the house and the majority leader get to decide what gets to the floor and what doesn't.

2. senate- they put their bills on the legislative calendar. they, however, have an executive calendar to deal with treaties and nominations. so one calendar for laws, another for treaties and nominations. legislation in the senate is the job of the majority leader, but bills can be brought to the floor whenever a majority of the senate chooses.

4. DEBATE!
1. h- limited by rules formed by, guess who? the rules comm. the sponsoring comm decides how much time to allot for each debater. their amendments must be related to the bill; no riders. after the debate has gone on equally between pro/opponents, the bill is rported back to the house (back to itself) and voted on. a quorum is like a roll call to see if there are enough people there to have a final vote.

2. s- debate is unlimited in the senate (unless someone invokes cloture). members can speak however long they want, and the amendments dont have to be relative- there are often riders, so entire bills can be offered as amendments to other bills. senators can talk a bill to death using filibuster.

5. zee beeg vote
. a bill is voted on, and if passed, sent to the other chamber. if either chamber doesn't pass the bill, IT DIES!!!!! ::sad. but if the house and senate both pass it, it gets sent to the president.

6. if the hous and senate pass diff. bills, they get sent to a conference comm. most major legislation goes to a conference committee.
members from each chamber form a con. committee and meet to try to work out their differences. its susually made up of senior members appt'd by the officers that originally dealt with the bill. representatives from both chambers want to keep their version of the bill in tact.
b. if they compromise, the conference comm. prepare a written report and submit one to each chamber. this report has to be approved by the house and the senate.

7. the PREZ.
1. a bill becomes a law if signed by pres. or if not signed within ten days (while congress is in session)
2. if congress adjorns before the ten days, and president has not signed the bill, then it does not become law.
3. if the law is betoed, the bill gets sent back to congress with a note listing why it was vetoed. a veto can be over ridden with a two thirds vote of those present. If the veto is over ridden in both chambers, it becomes a law.
then it gets an official number.
